big fight with repairing wooden windows. please help!!!?

I hired workers to sandpaper my wooden windows. they did half the job(not stripped the old varnish) ...so i big fight ensued because i told them if they don't totally remove the old vanirsh and repaint over the old varnish it looks like brown jam, an awful job and i yelled to them that they had to do it right. they started yelling back and i said i'm calling the police, this is my house you either do the job right or get lost!!! this is the 2nd time this happens. they said this is not doable. so i take a sandpaper in front of them i do a portion of the windowshill and it comes out perfect! they see it and come and pretend to help me do it right and after 10' they say it's ok now we put on the varnish and i say no way; if you can't do the job i am finishing alone and they say 'give us our money and get lost'. and i say if you think i am a young woman you can scam me you get lost and you see no money from me bc i am not sucker!!! they act offended and say it's either our way or nodeal!!!

Answer:
first of all, DO NOT PAY THEM! if they are not lic. contractors you do not have to pay them. call consumer affairs and report them. do you have a signed contract with them? to do this job right you must remove the window sash, you can use a paint stripper that you brush on, wait for it to blister and use a puddy knife to scape off old paint and varnish, you may have to do it twice if it does not all come of the first time, let dry and use 150 or 180 sandpaper to finish job do not round off edges , clean well with a damp cloth let it dry and apply new paint or varnish. good luck. BILL ( you may email me if you have any problems)
